We would like to address recent questions surrounding the Cook Islands visa and permit requirements, specifically for those travelling to and from the Cook Islands. With the holiday season approaching, we understand that many residents will be preparing for travel, and we aim to provide clarity on this process to ease any concerns.
Understanding the Cook Islands Visa and Permit Requirements
Under the Cook Islands Immigration Act 2021, any person residing in the Cook Islands who is not a Cook Islander by descent, or a Cook Islands Permanent Resident is required to have a valid visa and permit. This applies to all residents, including those who are working, studying, or visiting.
Previously, permit holders received an “authority to travel” letter for a one-way entry to the Cook Islands, and upon arrival, their passports were stamped with relevant permit details. Permit details include the permit holder’s name, permit number, validity, and any specific employment conditions.
Since April 2023, a new system has been introduced in line with updated legislation, the Cook Islands Immigration Act 2021. Under the 2021 legislation, permit holders receive a visa letter by email when their visa and permit are approved. This visa letter, which must be carried when travelling, includes important information regarding the permit holder’s type of visa, employment details (if applicable), and validity period. A permit endorsement stamp, with minimal details, is placed in the holder’s passport as well, allowing them to stay in the Cook Islands for the approved duration.
Why Is This Change Necessary?
The updated process aligns with international immigration standards and is intended to streamline border management while ensuring compliance with the Cook Islands Immigration Act. The 2021 Immigration Act provides sixteen categories of visa and the requirement for a visa letter and permit endorsement provides clearer documentation of each traveler’s rights and obligations. Further, when issuing a visa, Immigration Cook Islands advice includes the requirement to carry a copy of the visa letter when travelling.

We recognise that these changes may require adjustment, and we are committed to improving communication to ensure visa and permit holders fully understand their travel obligations. To assist with this, we recommend the following steps for those preparing to travel:
- Ensure Valid Permit Endorsement: Check that you and any dependents have valid permits endorsed in your passports before departing the Cook Islands.

Ongoing Developments towards electronic Border Management
The Ministry of Foreign Affairs and Immigration (MFAI) is actively developing the ASYPX electronic border management system, which, once implemented, will streamline visa processing, and remove the need to carry physical documentation for travel.
