The Ministry’s priorities for 2025–2030 connect the Cook Islands’ international relationships with national wellbeing, sovereignty and sustainable development. Four pillars guide this direction: Security, Prosperity, Leadership and Innovation.
For Foreign Affairs, priorities include strengthening economic resilience, advancing climate action, deepening partnerships and bringing Cook Islands perspectives into regional and international decisions. Pacific cooperation and longstanding relationships remain central as we seek opportunities that serve the Cook Islands’ interests. Ocean diplomacy places particular emphasis on maritime interests, marine biodiversity and traditional knowledge.
We aim to strengthen cooperation across government, business and civil society so international engagement reflects national needs and expertise. Developing our people and improving how the Ministry works also support this direction. These priorities guide our work towards lasting benefits for Cook Islanders.
