INVITATION FOR EXPRESSIONS OF INTEREST FOR COOK ISLANDS PERMANENT RESIDENCE

On behalf of the Minister of Foreign Affairs and Immigration, this invitation is hereby extended under section 40(1) and 40(3) of the Cook Islands Immigration Act 2021: - 

Expressions of interest are invited from persons who wish to apply for permanent residence in their own right, under section 38(1)(a) of the Act; and 

The number of persons who may be granted permanent residence under the invitation, determined in accordance with section 37 of the Act, is 119. 

A person expresses interest in becoming a permanent resident under section 38(1)(a) of the Act by -   

  1. Lodging an expression of interest under regulation 8 of the Cook Islands Immigration Regulations 2023; and 
  2. Paying the prescribe fee of $1000.00 (one thousand dollars) 

Expressions of interest (EOI) are invited from persons who wish to apply for permanent residence as a spouse under section 38(1)(b) of the Act, and 

A person expresses interest in becoming a permanent resident under section 38(1)(b) of the Act by -  

  1. Lodging an expression of interest under regulation 18 of the Cook Islands Immigration Regulations 2023; and 
  2. Paying the prescribe fee of $1000.00 (one thousand dollars) 

The expression of interest must be lodged with the Principal Immigration Officer within 20 working days after the date on which the notice of the invitation is published.

Expressions of interest may be lodged via the online portal from Wednesday 22 April 2026 at 8am.  The portal closes on Tuesday 19 May at 4pm CKT. 

Paper forms may be requested by visiting the Ministry office during office hours.  These forms will need to be lodged in person.  No forms will be accepted by email.   

Fees paid are non-refundable.
